I have read that some where that Google doesn't use Google analytics data for ranking. Here is the Matt Cutt video on it : http://www.youtube.com/watch?v=CgBw9tbAQhU

And about ideal Bounce rate : Its totally depends on your niche. For example: SEO blog ( user engagement ) should have low bounce rate but in case of deals ( Click to claim to get the deal ) sites its better to have high bounce rate.

Don't use pop ups, Improve website design, focus on Navigation & Usability, Reduce website loading time, Use multimedia ( Video) for user engagement. There are many other depends on your niche.
