You cannot do in Visual basic, or you can.

If you want to build an application that resides on facebook (facebook ifram application), you need learn PHP, FBML, ASP.

Your visual basic can only be used for developing applications that will interface facebook on desktop computers e.g. Desktop facebook chat.
