Does this girl like me? Any advice?

In school there is this girl who sits in front of me that I like but, she doesnt know I like her. One day she randomly just starts leaning back acting like she's stretching then starts playing with my hair and I'm kinda thinking what is she doing but I didn't mind that happening. Also when my name got called on the intercom for something good she would turn around and say my name like in a tone of like good job. Everytime I see this girl at school she's always staring at me. On one her pictures on instagram she posted a picture with a caption saying...You seem quite shy but your oh so cute and im the type of girl that would love to be yours if you asked me too! And im really shy so it kinda makes me wonder wether she is refering to me or not?? I havent had any classes lately with her until this year in 1st period. My luck this time i have no friends in there except 1and half of the time hes not even there. Which ruins my confidence that much more. But i over heard some of her conversations with her friends and they were telling her you should get his number so yall can start texting or snapchating or something, and when we were just doing our little art projects i saw her staring at me from the corner of my eye but i didnt look over there and then i started acting like I was strechting and then i saw her look away then her friend said something I didn't hear that though. But then I hear Reagan the girl I like say "I know that's why I stopped staring at him". And this time I'm about 99% sure she was talking about me. I have liked her for a long time, and had the feeling she liked me for a long time but never knew for sure. And on instagram the other day she posted a picture with the caption All this time I was wasting hoping you would come around, I've been giving out chances but all you do is let me down. I figure she's talking about me and how I am too shy to talk to her after shes givin me these chances and haven't done anything and its let her down, but I just don't know what to do, I feel like I'll never be able to talk to her. And in first period the bell rung for the next class and she was just stalling time until i walked right past her to leave the classroom, as soon as i was getting ready to pass by her she starts walking right beside of me, i didnt say anything though what could of i said?Any advice? Does this girl like me? And is she flirting?And do girls honestly like shy guys?
