In general > indicates a preference or a liking for something. It can be used in the format dog>cat (I like dogs better than cats) or by itself. The more characters, the stronger the liking.

I would read your example as someone admiring the guy

< means the opposite, a dislike.

However they are both also used as "arrow" signs to draw attention to something.
