Can you sync Onenote using a wired connection (PC to phone)...?

If you have OneNote on the phone, you must have some sort of "smartphone". What type? Which operating system?
Some phones call it "tethering": plug the PC into the phone and use the phone for the Internet connection.
Some phones can create a WiFi hotspot, that the PC or laptop can connect to over wifi. Look for Internet Sharing options.

To plug in and exchange data phone to PC directly over USB and sync OneNote files that way... I have never heard of anyone successfully doing that.

But ideally the PC should really be wired into a home broadband system somewhere. Or connecting with a 3G dongle. Or connecting over WiFi to a wifi hotspot.
