perhaps you should explain more about what you need.

here's why: most premium quality OOP themes have so much function and capability built in that typically what is needed is some CSS tweaking, or some minor theme code changes.

the only caveat to what I suggest is that some theme developers don't really know how to code, and have so bloated of themes that they can break or fail to function from excessive memory usages.- especially on some overloaded shared servers

WordPress itself as a platform is kept up by a community effort and as such has excellent programming and bug fix follow up as well as security and SEO built in.
