The PS4 cannot - and will never - play PS3 game discs.

As Norak mentioned, there is Playstation Now, which will allow you to play older games via streaming (similar to the OnLive service for PC games) but as of right now, there is no information about pricing or what games will be available.

And if you don't have a very fast internet connection (10mbps or faster) then you probably won't be able to make use of this service anyways.
