There's always the possibility that he feels the same way that you do. A lot of guys are just as scared to talk to girls, so the best thing that you could do is just start a friendly conversation. She would also have a great opportunity to make a good impression. Also one of the times you pass him in the hall just give him a smile, it's a great way to get a guys attention. And then when you find a good time to talk to him just go introduce yourself and if you're feeling like things go well you could ask him to text you sometime. If you give him your number and he texts you then you'll know for sure that he's interested (:
