Well I'm not actually on twitter but if I was I would follow people with funny tweets and stuff but I'd also follow everyone I know. Also you could follow someone and hope they return the favour. Maybe when you meet a new friend automatically go "Are you on twitter? I'll follow you if you are" even though you'll probably never see them again. Also persuade your friends and family to join twitter too, your family will be sure to follow you after all they're family, right?
