No, there's no way you will get 60 FPS not recording, let alone recording. Intel HD sucks for any games, minecraft relies mostly on CPU which is why you get a good FPS on Minecraft, COD Ghosts relies a lot on both (CPU and GPU) and Intel HD isn't meant for gaming. You will be lucky to get 30 FPS on the lowest settings not recording. Here's the specs required to run the game-
