In more detail, here is what happens when you block someone:

WhatsApp messages sent by a blocked contact will not show up on your phone and will never be delivered to you. Learn how to block/unblock a contact on: Android | BlackBerry | iPhone | Nokia | Windows Phone | BlackBerry 10

Your "last seen at..." and "online" information will no longer be visible to contacts you have blocked.
Your status message updates will not be visible to any blocked contacts. .

Any changes made to your profile picture will no longer be visible to contacts you have blocked.
You will not be able to send messages to a blocked contact until you unblock them.
However, there is one important feature blocking does not change:

Blocking someone will not remove this contact from your WhatsApp list, nor will it remove you from the list on this contact's phone. To delete a contact in WhatsApp, you must delete the contact from your phone's address book.

If you unblock a contact, you will not receive any messages that person sent you during the time they were blocked.

What does "last seen at..." and "online" mean exactly?

The timestamps "online" and "last seen at..." tell you if your contacts are online, or the last time they were connected to WhatsApp.

"online" means that contact has WhatsApp open and is connected to the internet. However, it does not necessarily mean they have read your chat.
"last seen at..." refers to the time the contact left WhatsApp. You can also think of this as "went offline at..."

How can I tell if someone has blocked me on WhatsApp......?

There are a couple of indicators that you may be blocked by one or more of your WhatsApp contacts:

You can no longer see this contact's "last seen at.." or "online" status in the chat window...
You do not see updates to that contact's profile picture.
Any messages sent to a contact who has blocked you will always show one check mark (message sent), and never show a second check mark (message delivered).

If you see both of these indicators for a contact, this could mean they are blocking you. However, there are other possibilities. We have made this intentionally ambiguous in order to protect your privacy when you block someone. Thus, we cannot tell you if you are being blocked by someone else, since this is a violation of that person's privacy.
