If you want to build one for free, look into this list of sites that allows you to build a free sub-domain: http://cashjournals.com/where-and-how-to...ee-website

If you are looking to buy a domain name and hosting for cheap, I recommend looking into Godaddy or Namecheap for domains and using Hostgator for your webhosting. After which, you can use WordPress for your site template, which is practically free.
