Reinstall/restore your operating system from scratch. Honestly, in particular with Windows it's much quicker and safer than trying to troubleshoot for hours or days.
Re ports - ensure you block outgoing as well as incoming ports. Queries might be coming form a different port and going back via another one. Blocking 443 i.e. SSL leaves you with open text communication on the web (some sites won't allow non-SSL anyway) and 80.
