To get free quality backlinks you need to carefully choose the blogs and forums based on their relevance to the niche (or topic) of your blog. Write intelligent comments on their blog posts and forums - comments that show that you have actually read the blog/forum post.

You should choose to comment on blogs/forums that allow you to link to your website. Have a look at the other comments - hover over the names of other people who have posted comments. If they are a link back to their own website/blog - bingo!
