The delivery company is responsible to deliver 'to you'

if they have trusted it to another person, that is their problem.
The contract of supply however is not with you, it is with the sender.

So you need to contact the sender, and report the non-delivery
The sender then claims the loss from the delivery company
and sends a new one to you - it does not have to wait for the bad delivery to be solved.

It is between the Delivery company and your 'interesting' neighbour and their
- fraudulent use of your name
- retention of goods not belonging to/ intened for them

This is not your problem to solve - stay out of it.

Keep it simple, the goods you expected have not been delivered 'as expected'
Report that to the seller/sender.

The most you can work on with the Police is the ID theft of your name.
