it is simple, you can wait for ever, or until someone else talk to him first and you stay regretting...or you can just wait a write moment and talk to him, tell him that you like him and that you would like to spend some time with him, hanging around and talk. Than you will see if he likes you. There is nothing to lose,you can lose only if you wait for ever.
