I think you should get over it.

I am not being rude but bad things happen to people everyday - this doesn't sound too bad. My elder sibling did something ALOT worse to me but I would never complain ''why aren't you punishing him/her..''

Keep going with the counselling and maybe you will loose the anger that fuels your need for him to be punished.

I would lay off your parents you don't want to be re-housed - if your parents say you are as unhappy as you sound at home and would benefit being away from the house - they can easily re-home you.
