Who is the girl in his life? Was she a friend? Either way it sounds like whether he is/isn't in a relationship with her he is leading her on and needs to break contact with her to let her get over him (which she will) and so he can move on with you. Only you can decide whether to break up with him or not. But you should ask yourself why is he so intent on protecting her? It seems to me like there is something more than what it appears to be with them.
