thats why you are using alternative channels like tumblr and youtube to obtain them. People mostly dont start following accounts through twitter, but when they read a topic they are interested in.\

create a tumblr account and post interesting stuff on trendy topics, you will soon see legit followers and from there you can promote your twitter account.
