Just go on someones profile, who already has facebook timeline. On the top of the page, you'll see some informations about new facebook look. Click on Learn more, and then it will transfer you to Facebook timeline page, where you can activate it. Click Get Timeline, and you've got it Smile

Or simply, go to this address, and click Get Timeline: http://www.facebook.com/about/timeline
