You gotta work at it! You can pay for it, but what's the point? Nobody will actually be listening to you or sharing your content. People who use Twitter regularly suss out the genuine tweeters from the 'paid fors' straight away.

Follow people and interact properly with them, as though you were in any normal conversation. Talk about 'stuff' not just sales. Use hash tags like #followfriday to recommend others who may respond with a follow back or at least a 'thank you' for all their followers to see. Also, offer advice, people are more inclined to follow if you're friendly.
