Is he playing Games with me??? What should I do?

He clearly has an interest, like you said he is just awkward and is obviously afraid of rejection. He thinks that if he walks up to you and say anything you will ignore him or think he is weird, it is just normal he doesn't want to ruin things. He likes you and that is a fact, but not everyone is outgoing and confident enough to randomly walk up to the person they like and make conversation, guts are needed to do that and he is clearly not the confident type. If you like him then smile back and just say "hey" or ask "how's it going?" or anything you think is convenient! I know guys are usually the ones to make the move but sometimes it's not bad if the girl gives a little "kick in" to help them feel more confident! Perhaps if you dropped some hints here and then he would feel you like him and he would think you want him to make a move, the reason he is not doing it is because he thinks you don't like him. Just a "hey" and a warm smile is all you need. If he still won't react then he is a coward... Anyways if you still like him after that the only thing left for you to do would be to make conversation yourself and see how it goes.
