Can a cop view someone's Facebook profile and messages without the person knowing and without their permission?

They have ways of getting in to anyone's Facebook, but they have to have a good reason.

My friend's mother went to the cops and she gave them her daughters social security number and they were able to get on her Facebook and read all of her messages.
