It's Dutch which came from Kaiser.

Dutch: from an old spelling of keizer ‘emperor’, ‘czar’; either as a nickname or as the title of the head of a sharpshooting club.
German (Kyser): occupational name for an inspector of food, wine, etc., from Middle High German kiesen ‘to choose’, ‘test’, or ‘inspect’.
Jewish: Americanized spelling of Kaiser 2.
