No you cant make phone calls or text using ipad mini , you can only do it on ipad 1 using a tweak from Cydia
And internet on ipads work in the same way as it works on iphone , you can switch btw wifi and cellelur network and of course downloading take up the data

Ipad is a piece of c r a p , i suggest you not buying it
