im pretty sure that all carriers now require a data package for any and all smart phone devices. that being said, the blackberry app world requires that app to be dwn loaded to the phone, and the phone to have a data connection. most social networks do not necesarily require a data package to use. twitter, facebook, and myspace are some that you can set up the mobile messaging feature on and then text youre status updates to a number that is linked in to youre acount requiring only a messaging bundle. the best idea for you would be to do some research on the type of phone you need, and the things that you need your phone to do, then take a look at the things you want your phone to do, and then do some comparisons. if you are not wanting to use the full capabilities of a smartphone, then get a multimedia device...... you can do the majority of things that a smart phone can do with out the price..... but do your research, you will be much happier in th long run.
