It depends. You can follow a lot of people and wait till some of them follow you back. But this takes a lot of time and effort.

You can join reciprocal following websites, where you follow someone and they'll follow you back. This also take time but you will get a follower for each account you follow yourself.

Or you can just buy twitter follower, yes some people offer this kind of services. I suggest freelancer websites, for a few bucks you can buy hundreds of twitter followers without following other people.
