No offence but it doesnt really sound like you planned the "hanging out" thing very well in the first place but maybe she's just a bit indecisive wether or not she wants to go. Ask her in person for her number and see what she does, look at her facial expression when you ask for it and you should be able to tell wether or not she really wants to give you it.

It might damage your ego a bit but least you wont be wasting your time on someone that's not really interested and just wanted a good flirt like most women do.
