When people follow you mentions them in a tweet saying "thank you for following me". When you follow someone else do a #NOWFOLLOWING tweet mentioning those people. You will get more followers and retweets. You could also write a blog post talking about why it would be good to follow you on twitter. It worked for me. Here is the link.
