My guess is that she's like me. She probably has some kind of fear of social interaction and gets scared about doing an activity with another person. People who has social-phobias can hide it very well, she probably said she was busy because she was afraid of going some where with you for fear of you deciding you don't like her and ditch her. I had the same problem with a guy a few months ago, in the end we just went and saw a movie because it was an activity that didn't require much talking.
