Throughout this month I've gotten around 40 followers just for following 'follow-back' accounts. Trust me it works, as long as you follow every person that follows you, you get more.
I suggest you type on the 'who to follow' something like 'follow back' and follow all the ones that seem to follow most of there followers and make sure it isn't an inactive account.
