Billing info just sets up any actual iTunes/ App Store purchases in the future, so I recommend doing this in case you do want to buy something later on. Don't worry you won't be charged for any free apps (That's why they're 'free') this is just a thing everyone has to do to set up their iTunes account. If you already have one this shouldn't be an issue, otherwise you can plug your iPhone into your computer and download it on iTunes then Sync it to your iPhone.
