You abused the rules and have been blocked.
Chances are, some of the people you tried to follow reported that they didn't know you, like this girl you spoke to once:

They do it to protect their users from predators or people who join just "to get A LOT of followers by following A LOT of people".
Wait 24 hours, and if you still can't, leave it alone for awhile and go do something productive with your time.
