Promoting Xbox Live account in an Adult account.?

if anyone figures out a way to cheat the system and promote to an adult account, please send me a voice note on LIVE
GT whereforelamour

PS I've already changed my @live account to 1990, but the "Promote to Adult Account" tab isn't under Account Management
