How to chill with a guy you've never met before?

Okay so i know this sounds really stupid. But theres this app for iphones called hot or not where you can meet people who live near you & its for teens too. I met this guy on it and we both want to meet each other and hang out but idk how because im scared to ask my parents. I live with my dad and his girlfriend btw. He said he could come to my house and I said yeah but idk how to propose this question to my parents. Should i ask to meet him at a public place like the mall or something first? Oh and also i get really nervous around people to so any tips on how to not be like that would be good too. Oh and also ik hes not fake or anything cause I snapchatted him and facetimed him before too.
