Well first off the "#" is a hashtag, people use those now on facebook, twitter, intagram, etc. for feeling, description or however they saw a situation. I assume that "#personal experience" meas that the person who put that has some personal experience in whatever the topic is. not eaxctly sure how this was written wherever you saw it, more detail would help.
