A hash tag in a tweet allows people to search for all tweets on the same subject. It's a way for different people to associate public tweets on the same subject so that other people can find them.

For example, right this second #YallNeedToBreakUp is trending. These tweets are stories of people who should not be in a relationship. It ends with '#YallNeedToBreakUp'. If you want to hear various different people's stories of relationships that should not be, search for '#YallNeedToBreakUp' (you can use my link). And if you're trying to make your twitter page popular, think of something clever to say on that subject and hope people find your tweets in their searches.
