why does a website not come up in your search engine when I enter it?

The definitive test for being listed in a search engine is the search: site:stevespann.com

I confirmed that Google (65% of searches) sees it, but Yahoo and it's owner Bing don't see it.

Generally a search engines as to be made aware of a site either by direct submission:
http://search.yahoo.com/info/submit.html

or through search spiders 'discovering' it through links from other sites already indexed. Links from other sites are needed to raise the search result position anyway...
