They are two seperate technologies. Your school network probably already uses a proxy to restrict traffic, which means, you cant use another proxy to unblock things.

Normal PPTP/L2TP/SSTP type VPN's willl not work wiith a proxy type internet. Alas, there is hope, with OpenVPN SSL service, you could connect to VPN via the school network, even if it has a proxy.

You just need a VPN service provider with OpenVPN SSL service. There are quite a few out there, make sure they support Anddroid, this can be done on Android with apps like FeatVPN.
