Cheap prepaid smartphones at walmart?

So I'm on a two year contract but my Android incredible 2 is broken and the contract is expensive each month.(unlimited data, etc)

Tomarrow I'm going to get a prepaid phone for a cheaper deal without the contract. I'm aware I won't be able to use my Phoebe quite as much. But I'm looking for a smartphone with a good camera that I can also download like three apps on (instagram, kik, photo editor)


Will these apps need WiFi to not cost anything or will it just add to my monthly bill ?
