Paint is a free program that comes bundled in Windows operating systems. You can do a good amount of photo editing with paint, not so hard to teach yourself either.
If you need something more high end, get Gimp http://www.gimp.org/.

I use Photoshop which is cross platform (Windows/Macintosh), and Gimp is closest thing to it in my experience, and it's free.
