It sounds as if you already have a lot of very good ideas for this. Maybe you could get some like-minded friends together, and if you feel too shy to actually run the public end of the club, somebody else would probably be willing to do that and you could do some of the other organizing. You could also put up signs at the school and public libraries, and use social media, to let people know that they can join.
One thing you might want to do is see if any of the graduate students or faculty at a local college's creative writing program would be willing to donate a few hours of time to get you started. They could come to the first few meetings and show you, for example, how to do a writers' workshop, where people read something they've written and the the group discusses it. There are good ways to set these up so that the criticism is constructive without being negative or insulting to the author, but it's probably very helpful if you can get an experienced person to get you started.
