1. Facebook applications often like to lie to you so they can be added to your account and get information about you. Sometimes they offer products or services that can 'improve' your Facebook experience and getting a large amount of people to try their application expands their advertising.

Most applications on Facebook arn't made by Facebook itself but by private individuals or groups.

2. I'm guessing you have gotten to the Preview stage of asking a question, gotten distracted, and forgot to submit the question.
