If you block someone on facebook will they still be able to tag you in a pictrue?

No he cannot tag you in a picture. The whole point of blocking, is that so the person can't see you anymore as if you deleted your account. If he tried to type in your name it wouldn't come out therefore he cannot tag you in a picture.
