Give people a reason to follow you. Post interesting pictures or videos. Don't always make it about promoting your photography, but also you as a person, and pictures the average person would be interested in seeing. And try to upload pictures of something cute, like babies for example, everyone likes babies (for the most part). Cute pictures of babies get attention from most people, particularly girls. Smile You also can pay websites to give you that traffic and likes on your pictures.
