There appears to be a few different uses for sin cola. Sin cola means without tail but can also be used to mean without traffic jams or without waiting in line. One of the biggest tweeters of "sin cola" is https://twitter.com/ReportePNM. They too use sin cola to say that there is no traffic jam at a certain place. When there is a traffic jam they use a frownie face.
Then there are many people using sin cola as a saying for example, "a dog without a tail" or "a rat without a tail". For one tweeter, "Mas aburrida que un burro sin cola." Then there is also the use of sin cola for waiting in line and a new software that helps people stop wasting their time in line.
