You need to re-install Chrome or choose another browser. The same wont help anymore. If you want to know what happened, either it may be a malware that interrupted or something happened to your encrypted folder.

So uninstall it :
control panel > programs > uninstall a program > (find and select google chrome) > Uninstall.

And Install it again :
http://www.google.com/chrome

Make sure to report the error.

Or just ignore it.
