He's referencing a Camel Lights cigarette advertisement from 1988. In the ad the Camel cigarette's cartoon character, "Joe Camel", is dressed like the cool undercover Miami, Florida police detective James "Sonny" Crockett, from the 1980's T.V. show "Miami Vice". In the background is a red sports car with a girl on it and the Hollywood sign.
With no further information given about this person, it can only be said for certain that he thinks he's cool. If you know him better, then you'll figure it out.
