how much staff do you have that sit around?

If they aren't working 95% of the time, get rid of some.

have certain people write unique articles, using 5-6 primary keywords in each, 6-8 paragraphs long.
have 1 person strictly proof reading/editing each written document
have 1 person search the internet for PR sites to put content on, make a list of all the good places, and then have him upload the article online and optimize it for SEO with keywords
have 1 person strictly be in charge of a company blog (update once a day) - same person can do twitter & facebook

It takes an hour to explain to someone what keywords are and how basic articles and help with SEO, you dont need education for it.
