If you want to open an eBay store (not just sell in the auction), you will need to pay a monthly subscription fee of $19.95 per month for a basic store

Is it safe? Well, there are all sorts of clients - some good, some bad, some won't pay you, some will cheat on you, some will return your products, some will damage your product when they return. There are all kinds of customers. Be prepared and learn how to deal with each kind
